Issued by The National McKinley Birthplace Memorial Association, out of Youngstown, Ohio with an original sale price of $3. The proceeds from the sale of these coins were used for the purchase of a memorial building at Niles Ohio, McKinley's birthplace. With only 10,014 coins minted in 1917, and 14 of those being assay coins, the numbers were initially small to begin with. 5,000 were then melted which resulted in an estimated 5,000 reaching distribution.
